Can I install this over my installed hMailServer? Will all settings and acounts still be there?

Sure. It's always possible to upgrade to a newer version without losing any settings or accounts. Just do a backup first if something goes wrong..

Is it enough to copy the entire hmailserver folder?

yes... but if you have one external MySql server you need make one backup of the hMailserver database...
