What if I want hMailServer to only listen on one public IP not all. Do I still need the 127.0.0.1?

As far as I know, there's no requirement that a Windows application _must_ listen on 127.0.0.1. And there couldn't really be one, because what if you have two SMTP servers running on the same machine both listening on port 25. Then both couldn't listen on 127.0.0.1.
Why do you ask?

Yes.
But since you're not even bothering to write what version you're using, I'm not bothering to tell you how.
