You can not use an Azure VM to send Mails, except if you have an enterprise agreement:

The Azure platform will block outbound SMTP connections on TCP port 25 for deployed VMs. This is to ensure better security for Microsoft partners and customers, protect Microsoft’s Azure platform, and conform to industry standards.

I cannot speak authoritatively about Asure VMs but this occurs all the time with ISPs and a solution is to relay to another server in a network that doesn't block Port 25.

This above link indicates using your ISP's email server but there supposedly are other Email Relay Servers which will allow you to Relay to them on a port other than Port 25 then the Relayer will send out the email on Port 25 to Internet. I haven't done this myself as my ISP allows outbound Port 25 from my own Network.
