You can not use an Azure VM to send Mails, except if you have an enterprise agreement:

This above link indicates using your ISP's email server but there supposedly are other Email Relay Servers which will allow you to Relay to them on a port other than Port 25 then the Relayer will send out the email on Port 25 to Internet. I haven't done this myself as my ISP allows outbound Port 25 from my own Network.
