Hello,
I have email installed and some people use outlook 365, They say they don't receive emails in outlook, but they are in webmail, they only receive emails in outlook later. What is wrong? Are using IMAP.

Yes.
moreover some users use thunderbird, and the same happens. if they do repair the folder gets all emails. It's not always, sometimes there is a day without receiving emails in outlook or thunderbirs, go to webmail and everything is there.

How many device access this IMAP account at once?
How many messages in teh account?
Do you have messages stored offline? (You will need to minimise that with Outlook, you can't turn it off. You should turn it off in Thunderbird)
I have some accounts with > 40 000 messages
If it works in webmail, it will also work with a real client

I can't speak about Thunderbird as I don't use it myself but have you checked your Send/Receive Account Group definitions in Outlook to make sure they are set to Send/Receive automatically your email account in question?

Updating my prior comment. If you don't have your Send/Receive definitions set to automatically do a Send/Receive the results of failing to have these settings set properly could very well result in the type of behavior you have described.
I'm not sure though that it is this because you say Thunderbird can Receive all the messages when you tell Thunderbird to Repair the folder which might indicate a corrupt messages Folder.
Either way, this doesn't sound like an hMailServer issue. So, I would check these settings to make sure you have Outlook automatically doing a periodic Send/Receive.
