Could be many things, greylisting, suspected spam... The IPSEC rule shoudl only affect that e-mail if the IP address is the one being sent from.

Isn't that handled by the clients?

I send signed and encrypted e-mail regularly through my hmailserver, but the client (ie Outlook or a specialised Healthcare e-mail client) does the encryption and handles the signing.

When you set up the user account, there is a box for password. If you don't remember what it has been set to, then edit the account and change it to something you will remember. You don't need to know the old user account password to change it.
