If you have a domain added to the domain area of your server hmail will try to deliver to that account@domain locally. if the account does not exist on hmail it will send a 550 cannot send bounce. You can use the IP ranges to ban ip's (if that's what you were asking) add the new ip range, untick smtp/pop/imap, and give it a priority of 30. This will disable use of smtp/pop/imap for that ip range until you remove it.

IMAP RFC state that the mailserver only has to setup an INBOX folder for the account. All other folders are assigned by or subscribed to - by the client.

hMail is a standards compliant SMTP / POP / IMAP client. Almost all webmail clients will connect and work with hMail. Pick one you want then read their documentation on how to install it.
