MSSQL Server is OK and hm_messages table exists. :) I guess Diagnosis tool's access to database server was blocked since there were no default IP ranges. Diagnosis tool was showing detailed technical error rather than user friendly messages. :shock: Now, problem is resolved and all is working fine. ...

This is pretty clearly config related - reinstallation is unlikely to do much. Indeed, it was config issue. Now just by pressing default on IP range, it started receiving emails . There were no entries in Auto-ban until I notice that diagnosis was failing. It means connection request were getting blocked somewhere. Yep dead network card, or perhaps new public IP address, I think It is not new public address. If it is a dead network then I guess I should not be able to connect remotely to the server and that is not the case.
