Please tell me how to tell spamassassin to within one mail server not tagged internal e-mail addresses as spam? You can specify the list of addresses that will not be flagged as spam? Where is the configuration file for spamassassin is prescribed?

Best is like SorenR says, configure outlook to IMAP. Outlook is configured for POP3 mail in IMAP Junk folder was transferred are not displayed. POP3 can NOT fetch folders, only mail from the INBOX! The user use POP3 and that only fetch mail from INBOX folder. Also you must have a rule that moves spam to spam folder. If you delete this or add a new user rule that move it back to the INBOX folder. In Hmailserver I have a rule to move spam to IMAP folder Junk. And that rule is fulfilled. However...
