hMailAdmin -> Settings -> Advanced -> Incoming relays: Name = firewall, Lower IP 200.0.0.103, Upper IP 200.0.0.103.

Your problem is with the Symantec server, not hMailServer.

Would it help if you set up STARTTLS between the two servers since the issue is high security?
