There is a custom script that do what you want.

(You probably need to change MESSAGES_FOLDER to "INBOX")

But beware, many users do expect these "old" mails stays there and do not have any backup.

There is no webmail "server", webmail systems are applications which runs on web servers.

You can use AfterLogic or Roundcube for example. Note that you will need a working web server installation to begin with.
