Found this possible solution browsing other programs with the same error message. All I did to resolve this was to run the installer over the top again. Then I had to start the service TCP/IP NetBIOS Helper and it has worked perfectly fine since. Tried this and it didn't make a difference. TCP/IP NetBIOS Helper was running and never stopped but I tried it with it stopped as well...

Running on IIS 8.5 and yes, extension=php_com_dotnet.dll is in php.ini at the end under the [ExtensionList] header. Yes, hMailServer is working fine on that same VM with SQL Server 2012 SP1, I can send and receive emails without any issues, it's just the web interface that's not working.
