Thank you both for the insight and testing. I'm just glad that hmailserver does failover as it should. It definitely did exhibit this yesterday, but as had been pointed out, something else was likely seriously wrong with mail.mil

All seems normal now.

I did a flush. The problem was that the:

mx1-whatever.mail.mil priority 10 didn't have an A record
mx-2whatever.mail.mil priority 20 also didn't have an A record
but
coast-guard-mx-whatever.usgc.mil priority 30 DID have an A record, but hmailserver didn't seem to try that.
