As far as I can tell, there's no event triggered by new account creation, so as stated, there wouldn't be a way to do this. However, if you're using a script of some sort to create accounts, it'd be fairly easy to modify to drop a message in there as well.

OK, I've been able to do a bit using the scripting engine; namely, by setting HTMLBody to an empty string, that at least gets rid of the message size problem.
