Exchange will allow it, if it's configured to allow it. 
I think our overzealous mail server administrators are just trying to keep things locked down nice and tight.

I'm not manually sending an email. I'm using a VB application to automatically gather data and generate reports and using an email component to send to localhost (hMS), which then uses the SMTP routing to forward to several email addresses on the enterprise domain.

FYI: This is what I get attempting to do this via telnet. As you can see after attempting to use AUTH LOGIN, I am greeted with an unrecognized authentication type error. I think it would be better to fork this off into its own project or a plugin: hListServer. ;) However, my only concern with running a list server is that I'm afraid it will get the main server's IP banned for spam.
