Account rules only work for incoming messages as they are being delivered

Global rules work on all messages, both inbound and outbound

Why do you think that a global rule is not suitable, and why do you think that an account level rule is better?

I'd use external accounts in hMailserver to access the mail on the POP server...

I'd also set up a route or SMTP relayer in hMailserver to send either some or all mail to the other server

It is probably the antivirus on the machine with outlook on it blocking the download.

Try connecting with a mail client on the server, perhaps a webmail even if you have one installed

Yes, One of things I noticed in my testing was that the rule actions seemed to be cached.

I found I had to restart the hMailserver service when I was making changes to the rules, for them to become completely changed, meanwhile it was a partial change.

I'm wondering if the mail client app recorded backspaces or delete key pushes when the password was entered. I remember seeing that happen on my Amstrad back in the eighties. Once I worked out what was happening I would sometimes use a backspace as part of my password... Haven't seen that for years ...

On My system if I use 'Return-Path' rather than 'Reply-To' it works as I'd expect too
(except that two Return-Path headers are created, but it seems to follow the last one - the one made with the rule)

The version of hMailserver is likely part of the problem - that is very old

DMARC is part of your DNS records. I'd guess that you are sending on behalf of a domain with a DMARC record and that your server doesn't match the DMARC record
