The two-step method is better because there is no risk that the recipient's email server would think of me as a spammer. I've also had this problem a few times. Use 'recipient list' 'contains'

Does the new send folder belong to the account in question?
If NOT then a rule won't work and you will need to script a solution

if you want to copy ALL mail sent and received, there is a mirror feature

Try that, test again, and if you still have issues then:-
Rename today's log file
Try to send a message
wait at least 90 seconds
Post all logs created

What you really should do is upgrade to the latest stable version, rather that use one that is OVER 9 years old. On 5.6.7 you can uncheck all but TLSv1.2 (where jim.bus says)
and try the cipher suite being simply

HIGH:!TLSv1:!SSLv3;

Global rules to drop all other recipients

or set SMTP relayer to your Exchange server (and catch all messages there, bouncing as needed)

as for receiving, just don't allow port 25 connections, block at firewall or edge device or via hmailserver.ini

I change the priorities that you want to always succeed to be more than 20 (autoban makes them at 20 priority)

I'd remove the default domain (especially since it is not a local domain) unless there is a really good reason for that
