Hi I try sending email to xxx@tpc.com.sg

I got this

Remote server replied: 550 5.7.1 External client with IP address 60.28.82.98 does not have permissions to submit to this server.

and in assp I check the message was put in notspam

Hmail server log showing a lot of mail message ( eml file content )

???

it pass ASSP

ASSP Mail Log Ok
and it go to notspam folder

His mail doesn't allow receiving from external mail server ?

Has nothing to do with ASSP or external mail servers. Your IP seems to be blacklisted at the remote Exchange server for whatever reason. Read http://support.microsoft.com/kb/928123 as advised and you'll see:
