I agree 100%, this must be an option for the MTA admin. As cmurphy54 has pointed out:
some mail clients definitely don't conform as strictly to the RFCs as some might like
Yes, this along with my other suggestion on helo/ehlo blocking is to fight spam robots that do not conform to rfc's.

This is also know as strict rfc821. Some poeple may use this, but rfc822 I think changes a few options.
