Ok matt, thanks for your explanation. So there is no need to set rules to forward email that score more than 8 as it is already deleted due to Delete Threshold:8. To receive higher score email, Set the Delete Threshold higher. Lastly, a delete set in the rules, email won't go to the original recipie...
