I have already whitelisted my university's entire range of IP addresses. This issue seems to come and go now. I have version 5.0-B326. I have not checked to see what is out now. Does a newer version's installer retain all settings and data and just perform an upgrade install or do I need to back up and upgrade?

I have turned off the Anti-Spam using the university's IP range. This causes all mail including forwarded messages to be sent and queued in a fraction of a second. I jumped the gun. The issue is still present even with the university SMTP servers in the whitelist. It turns out that the university's SMTP is retrying after the first attempt fails. This is why the messages finally show up, and apparently why they show up randomly.

Thank you for your help. I can only guess that somebody messed up their SMTP servers now too.
